91% of the subjects of the Russian Federation have applied for patents in the field of new production technologies over the past ten years. Today 77 out of 85 regions are involved in development.

Such data are provided by the Institute for Statistical Studies and Economics of Knowledge (ISSEK) of the Higher School of Economics based on the results of the study.

“Neurotechnology’s and artificial intelligence are developing in 80% of regions. In 39-67% of regions, the development of wireless communication technologies, robotics and sensorics, distributed ledger systems, virtual and augmented reality has been completed with the creation of new patentable inventions. The results of inventive activity in the field of quantum technologies have been patented in recent years. for years, residents of only four constituent entities of the Russian Federation: Moscow, St. Petersburg, Moscow and Irkutsk regions, “the study says. Researchers from the Higher School of Economics divide the regions by the level of patent activity and participation in the development of various digital technologies into four groups.

The first group – the three national leaders, which occupy leading positions in almost all analyzed digital technologies in terms of patent activity – are formed by Moscow, St. Petersburg and the Moscow Region.

 

10 regions of the second group specialize in digital technologies that can be used in production (advanced production technologies, robotics and sensor components, wireless communications). All these subjects are the largest industrial regions, the administrative centers of which are millionaire cities: Voronezh, Nizhny Novgorod, Novosibirsk, Samara, Saratov and Sverdlovsk regions, the republics of Tatars tan and Bashkortostan, Krasnoyarsk and Perm regions.

In the regions of the third group – Oryol and Rostov regions, Krasnodar Territory – neurotechnology’s and artificial intelligence, virtual and augmented reality technologies, and distributed registry systems are successfully developing. In all three regions, universities lead the rankings of applicants in the field of digital technologies, and profile clusters and territories with special statuses are actively developing.

The regions of the fourth group are still lagging behind in the level of patent activity in all areas of digital technology under consideration. The 69 constituent entities of the Russian Federation that are part of it, in total, account for only one fifth of all patent applications for inventions in the field of digital technologies filed by domestic applicants in Russia in 2010-2019.

Ekaterina Streltsova, Deputy Director of the Center for Statistics and Monitoring of Science and Innovation, ISSEK, National Research University Higher School of Economics, notes that only eight of the subjects of the Russian Federation have not patented a single invention related to end-to-end digital technologies (STS) over the past decade.

Quantum technologies, on the contrary, still remain (not only for Russia) a rather narrow area. At the moment there is no reason to believe that in the next five years we will see an explosive growth in patent activity indicators here, although, for example China is already patenting over 300 new quantum technologies a year, “predicts Yekaterina Streltsova.

Sergey Ivanov, director of product strategy at T1 Group, believes that over the next five years, production technologies will prevail in Russia, since the structure of the country’s economy differs significantly from the global one.
